The Dark Side of the Smart City Dream

Dholera SIR is a genuine government-backed project. However, many “fake developers” and “unverified agents” are using the name of Tata Semiconductor Plant and Dholera International Airport to lure innocent buyers into trap-projects.

If a deal looks “too good to be true,” it probably is. Here are the 5 Reality Checks to identify a scam in Dholera:

Red Flag 1: No Valid RERA Number

This is the biggest shield for any buyer. In Gujarat, every residential project must be registered under GUJRERA.

  • The Scam: Scammers often say, “The project is inside the SIR, so RERA is not needed yet.” This is a lie.
  • The Truth: Never buy a plot unless you verify the RERA number on the official Gujarat RERA portal. If the developer avoids giving the number, walk away.

Red Flag 2: Promising “Guaranteed Monthly Returns”

The recent Nexa Evergreen fraud used this exact trick—promising high monthly returns on land investment.

  • The Scam: “Invest ₹10 Lakhs and get ₹20,000 every month.” Real estate doesn’t work like a fixed deposit.
  • The Truth: Land gives capital appreciation (price increase), not monthly rent or interest. Any project offering “Fixed Monthly Income” on a plot is likely a Ponzi scheme.

Red Flag 3: Sold as “Near Tata Plant” (But 15 km Away)

The Tata Semiconductor Fab is a huge attraction. Scammers use this name to sell remote, jungle-like land.

  • The Scam: Agents will tell you the plot is “walking distance” from the Tata Plant.
  • The Reality: Always check the TP (Town Planning) Scheme. Many projects are actually outside the Dholera Special Investment Region boundary, where infrastructure development might take decades.

Red Flag 4: Missing “Title Clear” Documents

A “Title Clear” certificate proves that the person selling the land actually owns it.

  • The Scam: You are shown a beautiful brochure but only “scanned copies” of documents. Scammers often sell the same plot to multiple people using fake papers.
  • The Truth: Always demand the 7/12 (Satbara) extract and 8A documents. If the developer hesitates to let your lawyer verify the original documents, it’s a trap.

Red Flag 5: “Pre-Launch” Offers Without NA/NOC

Many developers start selling “Smart City Plots” before they even have the NA (Non-Agricultural) permission or NOC from the government.

  • The Scam: “Buy at half price in pre-launch!” * The Reality: Without NA/NOC, you are buying agricultural land that you might never be able to build on. A “Smart City” plot must have all residential approvals in place.

Before you invest your hard-earned money:

  1. Visit the Site: Don’t buy based on YouTube videos alone.
  2. Check Developer Track Record: Look for established Developers who have clear RERA-approved records.
  3. Verify via DSIRDA: Check the official Dholera SIR website to see if the project is in the approved TP zone.
